Central Prison Perimeter Stun Fence and Security Systems Installation and Site Improvements

Background
The North Carolina Department of Adult Correction (NCDAC) is issuing a solicitation for the construction of a new, non-lethal perimeter stun fence and associated security systems at Central Prison. The goal of this contract is to enhance the security infrastructure of the facility through the installation of advanced fencing and detection systems, thereby supporting the agency's mission to ensure safety and security within correctional environments.

Work Details
The project scope includes:
1) Construction of a new non-lethal perimeter stun fence;
2) Installation of a new EIS fence detection system;
3) Site improvements that encompass:
a) New perimeter security fence installation;
b) Repair and reconfiguration of existing perimeter security fences;
c) Construction of associated foundations and retaining walls;
d) Architectural improvements;
e) Electrical systems improvements to support the new installations.

The work will involve civil work, concrete work, electrical work, and general construction as specified in the Contract Documents.

Period of Performance
The contract performance period is expected to commence upon award and continue until project completion, with bids due by April 21, 2026.

Place of Performance
The work will be performed at Central Prison located at 1300 Western Blvd., Raleigh, NC 27606.

Bidder Requirements
Bidders must comply with HUB participation requirements for contracts valued at $5,000 or greater. This includes submitting forms for Identification of Minority Business Participation along with either Affidavit A or Affidavit B. Bidders must also possess proper licensing as required under North Carolina state laws governing their respective trades. A cash deposit or certified check equal to at least five percent (5%) of the proposal is required with each bid, or alternatively, a bid bond from a licensed surety company. A performance bond and payment bond for one hundred percent (100%) of the contract price will be required upon contract award.
