Causeway Park Boardwalk Removal and Reconstruction, Parking Lot Improvements, and Kayak Launch Installation

Background
The City of Elizabeth City is issuing a contract for the Causeway Park Restoration project, which aims to enhance the park facilities along Camden Causeway (Hwy 158). The project is funded in part by the NC Division of Coastal Management, administered by the North Carolina Department of Environmental Quality. The goal is to improve public access and recreational opportunities at Causeway Park.

Work Details
The Base Bid includes:

1. Removing approximately 910 linear feet (LF) of existing boardwalk and 4 uncovered platform structures;
2. Rebuilding approximately 685 LF of boardwalk and 3 platform structures, with 1 being covered;
3. Redefining the parking lot with a fresh layer of gravel and timber fencing;
4. Adding 2 paved handicap accessible parking spots;
5. Installing a floating kayak launch on one of the platform structures.

Additionally, Bid Alternate items include rebuilding an extra approximately 200 LF of boardwalk and 1 covered platform.

Period of Performance
The contract period begins with a Notice to Proceed on April 30, 2026, and must achieve substantial completion by October 20, 2026. Final completion is required by October 31, 2026.

Place of Performance
The work will be performed at Causeway Park located off Camden Causeway (Hwy 158), Elizabeth City, NC.

Bidder Requirements
Bidders must comply with all NCDEQ-DCM grant requirements and submit bids that acknowledge receipt of all addenda. Bids will be accepted for a single prime contract on a unit price basis.
