Carteret County Government On-Call Fencing RFP

Background
Carteret County Government is seeking proposals for an On-Call Fencing Contract to provide fencing services at various locations throughout the county, including solid waste sites and athletic fields. The goal of this contract is to ensure timely and efficient fencing installation, removal, and repair as needed across multiple designated areas within Carteret County.

Work Details
The contractor will be responsible for all labor, supervision, materials, tools, transportation, and equipment necessary for the complete removal, installation, replacement, and/or repairs of fencing. Specific tasks include:

- Removal and disposal of existing fencing systems including posts and concrete footings.
- Installation of new fencing systems using various materials (chain link, vinyl coated, wood, PVC) and configurations (heights, gauges).
- Installation of related hardware including posts, gates, privacy inserts, rail supports, barbed wire, and baseball fence toppers.

All installations must meet specified dimensions and quality standards across five geographical service areas:
- Area 1 (Bogue, Cape Carteret)
- Area 2 (Newport)
- Area 3 (Harlowe)
- Area 4 (Emerald Isle)
- Area 5 (Davis). Key requirements include using compacted stone/gravel footings with a minimum of 2,500 PSI concrete for post installations. Labor pricing must reflect the cost for two workers per task unless otherwise noted.

Period of Performance
Work shall be completed within thirty (30) days after receiving a quote request from the County. All work must be completed within thirty (30) consecutive calendar days from the issued Notice to Proceed.

Place of Performance
The contract will be performed at multiple locations throughout Carteret County including solid waste sites and athletic fields in designated areas such as Bogue, Newport, Harlowe, Emerald Isle, and Davis.

Bidder Requirements
Contractors must provide their W-9 form along with current Certificates of Insurance for public liability and Workers’ Compensation. The insurance certificate must list 'Carteret County Government' as additionally insured. Contractors are also required to comply with the Iran Divestment Act Certification and submit a breakdown for bid and labor forms.
