Carteret County Courthouse Water Source Heat Pump Replacement RFP

Background
Carteret County Government is seeking competitive proposals for the replacement of three Water Source Heat Pumps (WSHP) at the Courthouse Complex located at 302 Courthouse Square, Beaufort, NC 28516. The goal of this project is to enhance energy efficiency and ensure reliable HVAC services within the courthouse facilities.

Work Details
The contractor will be responsible for the following tasks:
- Remove and dispose of three existing water source package units (WSHP #11, #12, and #13) from a mechanical closet on the second floor.
- Install three new energy-efficient water source heat pumps that utilize R-454B refrigerant with equivalent tonnage and function.
- Furnish and install all necessary components including plumbing, pipe supports, hoses, valves, duct work reconfiguration for an airtight seal, insulation, filters, new PVC drain pipes, controls (both preexisting and new), and electrical components in compliance with applicable codes and manufacturer instructions.
- Ensure that all new units are balanced post-installation.
- Conduct work during scheduled weekends to avoid disruption during normal business hours; if disruption occurs, provide temporary HVAC solutions.
- Submit submittals for new WSHP(s) along with warranty information which includes a one-year parts and labor warranty, a three-year parts warranty, and a five-year compressor warranty.
- Obtain necessary permits and comply with all relevant laws and regulations.

Period of Performance
The contract work is expected to commence upon issuance of a Notice to Proceed and must be completed within 120 consecutive calendar days.

The work will be performed at the Courthouse Complex located at 302 Courthouse Square, Beaufort, NC 28516.

Bidder Requirements
Bidders must submit a Certificate of Insurance for liability and Worker’s Compensation along with their proposal. Additionally, they must comply with E-Verify requirements as per North Carolina General Statutes. The contractor shall also ensure compliance with minority business participation goals as outlined in Appendix E of the RFP.
