Description

Bomb Cart - Terminal Trailers to be used to move cargo to and from Ship to Cargo Operations
Background
The North Carolina State Ports Authority (NCSPA) is issuing this solicitation to obtain pricing and award a contract for new Bomb Cart–Terminal Trailers. The trailers are intended for use at the Port terminals in Wilmington, NC, specifically designed to operate within a maritime environment.

The NCSPA has experienced significant intermodal growth, leading to increased volumes that necessitate the acquisition of these trailers to maintain service levels for rail transport and on-terminal dray service customers. The goal is to secure an initial order of six (6) Bomb Cart Terminal trailers by May 15, 2025.

Work Details
The contract involves providing six (6) Bomb Cart Terminal trailers with the following specifications:
- Length: 45 ft, capable of carrying a single 102” wide container that can be 20 ft, 40 ft, or 45 ft long.
- Loading Capacity: Minimum rating of 80,000 lbs.
- Axles: Two (2) tandem axles sized to withstand overloading of 125% during loading and unloading.
- Wheels: Steel and hub piloted.
- Tires: Industrial solid cushion rubber tires.
- Frame: Steel frame with a maximum length of 46.5 ft, supporting containers of varying lengths. Continuous welded frame required.
- Height: Rear must measure 45” from the ground when loaded with an 80,000 lb rated container.
- Bumper: Steel DOT rear impact bumper as per regulations.
- Container Guides: Angled plates for rigidity; side guides must allow full opening of container doors and include anti-snag gussets.

Period of Performance
The initial term of the contract will be three (3) years starting from the date of final contract execution. Delivery of the first six (6) trailers is required no later than May 30, 2025.
