Biltmore Area Water Main and Sanitary Sewer Replacement and Rehabilitation

Background
The City of Raleigh, North Carolina, through Raleigh Water, is issuing a solicitation for the Biltmore Area Water Main Replacement and Sanitary Sewer Rehabilitation project. The goal of this contract is to enhance the water and sewer infrastructure in the Biltmore area, ensuring reliable service and compliance with municipal standards.

Work Details
The project consists of the following major items:
- Installation of approximately 9,785 linear feet (LF) of 6-inch ductile iron pipe (DIP) water main;
- Installation of approximately 1,655 LF of 8-inch DIP water main;
- Installation of approximately 1,920 LF of 12-inch DIP water main;
- Installation of approximately 7,740 LF of 8-inch PVC sewer main;
- Installation of approximately 30 LF of 12-inch PVC sewer main;
- Installation of approximately 9,520 LF of 8-inch cured-in-place pipe (CIPP) liner;
- Manhole installation, rehabilitation, and replacement;
- Asphalt road repair.

Period of Performance
The contract work is expected to commence upon award and will be performed over a specified timeframe as detailed in the bid proposal. The bids are due by April 14, 2026.

Place of Performance
The work will be performed in the Biltmore area within the City of Raleigh, North Carolina.

Bidder Requirements
Bidders must provide evidence that they are licensed to perform the work as required by North Carolina General Statute, Chapter 87. Additionally, bidders are required to submit a bid security amounting to five percent (5%) of their bid. The City encourages participation from certified Minority and Woman-Owned Business Enterprises (MWBE), aiming for at least fifteen percent (15%) participation on contracts exceeding $300,000.
