Description

The intent of this solicitation is to establish a contract with a qualified vendor for the provision of asphalt repair services for immediate repairs of the identified locations and to establish an on-going service contract for unforeseen repairs. This includes, but is not limited to, Full Depth Reclamation (FDR) which involves soil stabilization and asphalt replacement, and Campus Standard asphalt repairs which require subgrade excavation, stabilization with GeoGrid, installation of aggregate base, and asphalt replacement, all in accordance with the specifications outlined herein.
Background
The University of North Carolina at Charlotte is seeking to establish a contract for asphalt repair services. The goal is to provide immediate repairs at identified locations and to create an ongoing service contract for unforeseen repairs. This includes Full Depth Reclamation (FDR) involving soil stabilization and asphalt replacement, as well as Campus Standard asphalt repairs that require subgrade excavation, stabilization with GeoGrid, installation of aggregate base, and asphalt replacement.

Work Details
The contractor will provide the following services:

1. Full Depth Reclamation (FDR):
- Mill out designated old asphalt.
- Mix soils and portland cement up to 10 inches per specifications.
- Mix soils/cement with injected water, pad foot roll, smooth drum roll, hydrate soils until paved.
- Asphalt replacement with 4 inches binder in 2-inch lifts followed by 2 inches of top surface (totaling 6 inches).

2. Campus Standard Asphalt Repairs:
- Excavate down to 24 inches removing failed subgrade (hauled off site and disposed of).
- Install GeoGrid for stabilization at the bottom, followed by installation of 18 inches of new ABC/Crusher Run in three 6-inch lifts (each lift to be watered and compacted).
- Asphalt replacement with 4 inches binder in 2-inch lifts followed by 2 inches of top surface (totaling 6 inches).

Specific locations requiring immediate repair services include:
- Poplar Lane between Lot 25 and Lot 26,
- Poplar Lane between Lot 25 and the North Deck,
- Cameron Blvd exiting Poplar Terrace Drive towards the four-way stop light,
- Mary Alexander Road across from the McEniry Building.

Period of Performance
The contract will have an initial term of one year starting from the date of final contract execution. The State has the option to renew the contract for up to two additional one-year terms.

Place of Performance
The work will be performed at various locations on the campus of the University of North Carolina at Charlotte.

Bidder Requirements
Vendors must be registered in good standing with North Carolina's Electronic Vendor Portal (eVP) to submit bids. Vendors are required to comply with all applicable laws regarding employment verification through E-Verify for employees. Additionally, vendors must complete various attachments including HUB Supplemental Vendor Information and Certification of Financial Condition.
