AC Installation and Chiller Replacement at Piedmont Correctional Institution

Background
The North Carolina Department of Adult Correction is issuing this solicitation for the construction project at Piedmont Correctional Institution. This project aims to install air conditioning and replace chillers to improve the facility's climate control systems. The goal of the contract is to enhance the living conditions within the institution by upgrading its HVAC systems.

Work Details
The project scope includes two main portions:

1) AC Installation in Dormitory A, which involves installing air conditioning in half of a 208-bed dormitory. This includes four constant volume air handling units with DX cooling coils and hot water heating coils, four outdoor air-cooled condensing units, refrigerant piping, heating hot water piping, new ductwork, and air distribution devices. A new direct digital control system will be installed for all new and existing equipment, along with necessary electrical and fire alarm infrastructure.

2) Chiller plant work involves removing two existing chillers and installing two new 250-ton water-cooled chillers, with additional electrical infrastructure required for this installation.

Add Alternates include:
- Replacement of chilled water and condenser water valves;
- Demolition and replacement of existing chiller water pump motors one-for-one;
- Preferred Brand for HVAC Controls – Distech ECB Series;
- New water-cooled chillers awarded based on Life Cycle Cost Analysis.

Period of Performance
The contract work is expected to commence after the bid opening on November 19, 2025, with specific timelines to be determined during the contract execution phase.

Place of Performance
The work will be performed at Piedmont Correctional Institution located in Salisbury, North Carolina.

Bidder Requirements
Bidders must attend a mandatory pre-bid meeting on October 29, 2025. General contractors must hold an Unlimited license as per North Carolina General Statutes Chapter 87. Bids must include a cash deposit or certified check equal to at least five percent of the proposal or a bid bond of the same amount. A performance bond and payment bond are required for one hundred percent of the contract price. Bidders must also submit forms identifying minority business participation.
