New Hanover County, located in Wilmington, NC, is seeking proposals from qualified Proposers to establish pre-positioned, rapid-response contracts for the provision, delivery, setup, maintenance, and demobilization of transportable emergency housing units. This initiative aims to support disaster response and recovery operations within the County and surrounding impacted areas.
Work Details
The contract involves providing secure, self-contained living solutions designed for emergency occupancy capable of operating in austere or disrupted environments. The housing units must include:
- Sleeping accommodations with beds or cots
- Linens, blankets, and basic occupant furnishings
- Heating, ventilation, and air conditioning (HVAC)
- Electrical service and lighting
- Potable water and sanitation systems
- Toilet and shower facilities
- Accessibility features compliant with applicable ADA requirements
- Pet-friendly accommodations where feasible.
The Proposer shall provide housing configurations suitable for single occupancy, double occupancy, and family occupancy. Proposals must include itemized pricing for each housing type (e.g., tents, trailers, pallet homes, RVs), as well as any applicable delivery, setup, maintenance, demobilization, fuel, utility or additional service fees. Vendors must demonstrate the capability to rapidly mobilize and deploy housing units on a 24/7 basis during emergency activations. Additionally, the Proposer shall provide ancillary support services including food service (2 hot meals and 1 cold meal per day), potable water distribution, waste management, maintenance, cleaning, security coordination, and on-site operational support.

The services will be performed within New Hanover County and surrounding impacted areas.
Bidder Requirements
Proposers must comply with E-Verify requirements for themselves and their subcontractors. They are required to maintain appropriate insurance coverage levels including Commercial General Liability insurance with a limit of not less than $1 million per occurrence. Proposers must also certify compliance with the Iran Divestment Act.
