Qualified Energy Partners List

Background
The Department of Environmental Quality (DEQ) of the State of Montana is issuing this Request for Proposal (RFP) to establish a Qualified Energy Partners multi-award vendor pool.
The goal of this initiative is to create a list of qualified vendors that can provide energy-related services and products, supporting the DEQ's mission to ensure environmental quality and promote sustainable energy practices.

Work Details
The services to be provided under this contract include but are not limited to:
- HVAC - AC/Heating Devices
- HVAC - AC/Heating Services
- HVAC - AC/Heating Systems
- HVAC - Furnaces/Boilers
- Building & Construction Services
- Fuel/Energy - Electricity
- Fuel/Energy - Services.
The RFP outlines that responses must comply with specific instructions and procedures detailed in the document. Additionally, there is a Tier One Vendor Pool service line item included in the RFP, which does not require a cost submission at this stage.

Period of Performance
The contract will be open for proposals starting from January 22, 2026, and will close on February 25, 2026.

Place of Performance
The services will be performed within the State of Montana as specified by the Department of Environmental Quality.

Bidder Requirements
Bidders must comply with several prerequisites including:
- acceptance of the Single Point of Contact information;
- reading and accepting the scope of work;
- reviewing and accepting various exhibits related to state and federal requirements;
- having a Unique Entity ID (UEI) registered at SAM.GOV;
- completing a Federal Form NDA889.
Additionally, bidders must confirm compliance with Executive Order No. 12-2016 regarding Equal Pay for Montana Women to receive bonus points in evaluation.
