North Plains Connector Environmental Impact Statement

Background
The Department of Environmental Quality (DEQ) is seeking a third-party contractor to assist in preparing an Environmental Impact Statement (EIS) for the North Plains Connector application, submitted by North Plains Connector, LLC.

This project aims to construct, operate, and maintain a high voltage direct current (HVDC) bi-directional electric transmission line that connects various electrical power markets across the western and eastern grids.

Work Details
The contractor will be responsible for preparing an EIS in compliance with the National Environmental Policy Act (NEPA) and other applicable regulations. The EIS must meet specific page requirements and adhere to regulations from the Council on Environmental Quality (CEQ), Department of Energy (DOE), and Montana Environmental Policy Act (MEPA).

The project involves a transmission line that will originate near Colstrip, Montana, and extend into North Dakota. The contractor must ensure public involvement in accordance with relevant laws and regulations.

Period of Performance
The contract period is expected to commence upon award and continue until the completion of the EIS process, which is anticipated to be several months.
