The project will include the furnishing of all labor, skill, equipment, and construction materials to construct the proposed improvements to the City of Missoula's Garden City Compost facility improvements in accordance with the plans and specifications. The Base Bid Work is generally described as follows: Excavation and onsite stockpiling of approximately 15,000 yd3 of unsuitable fill material; Import, backfill and compaction of approx. 22,300 yd3 of 4-minus structural fill; 12-bay, aerated static pile (ASP) composting system with reversing pressure operating capabilities complete with: blowers; VFD's; aeration piping; dampers; in-floor aeration grates; concrete slab, push walls & footings; embedments; condensate collection and conveyance system; Two biofilters complete with blowers; VFD's; delivery/diffuser piping; dampers; irrigation system; mud mat, concrete slab, containment walls & footings; Runoff collection system including three catch basins, submersible lift station and forcemain to the Missoula WRF plant drain; Sensing & control system - complete with wireless temperature probes O2 sensors, manual dampers, communications, outputs to VFD's, data logging, alarms, etc.; New biosolids cake storage bin and pre-compost bin with new concrete slabs, embedments and cast-in-place walls/footings; Conex Control Building support piers; HVAC; doors; windows; lighting; electrical; Condensate Collection: piping; sumps; grinder pump station; forcemain; Concrete rumble grate trough; Irrigation supply system: drilled groundwater well; casing; screen; drop pipe; pitless; piping; pump; pressure control system; irrigation control system; sprinkler piping and rotary heads; Ancillary site improvements, utility piping, communications systems and surface restoration2. The Base Bid Work consists of:
- Excavation and onsite stockpiling of approximately 15,000 yd3 of unsuitable fill material;
- Import, backfill and compaction of approx. 22,300 yd3 of 4-minus structural fill;
- Construction of a 12-bay aerated static pile (ASP) composting system with reversing pressure capabilities, including blowers, VFDs, aeration piping, dampers, in-floor aeration grates, concrete slab, push walls & footings, embedments, and a condensate collection system;
- Installation of two biofilters complete with blowers, VFDs, delivery/diffuser piping, dampers, irrigation system, mud mat, concrete slab, containment walls & footings;
- Development of a runoff collection system including three catch basins and a submersible lift station connected to the Missoula WRF plant drain;
- Implementation of a sensing & control system with wireless temperature probes and O2 sensors;
- Construction of new biosolids cake storage bin and pre-compost bin with concrete slabs and cast-in-place walls/footings;
- Erection of a Conex Control Building with support piers and HVAC systems;
- Installation of condensate collection systems including piping and grinder pump station;
- Creation of a concrete rumble grate trough;
- Development of an irrigation supply system including drilled groundwater well and associated components;
- Ancillary site improvements including utility piping and surface restoration.

Additive Alternate A Work includes a five-bay aerated curing system utilizing existing Eco-Blocks from the City’s Transitional Facility.
Additive Alternate B Work involves excavation and stockpiling of approximately 1,820 yd3 of unsuitable fill material and import/backfill/compaction of approx. 3,120 yd3 of 4-minus structural fill.
Period of Performance
The contract work is expected to commence upon award in March 2025 and will continue until completion as specified in the contract documents.
Place of Performance
The work will be performed at the Garden City Compost facility located in Missoula, Montana.
