Transit-Oriented Development Comprehensive Work Plan Proposal Solicitation

Background
The City of Jackson, through its Department of Planning and Development, Office of Transportation, is seeking proposals for a consultant team to create a comprehensive work plan for transit-oriented development (TOD) along the ONELINE corridor project. This initiative aims to enhance urban development by integrating premium transit services with multimodal transportation options, smart infrastructure, and pedestrian-friendly urban design.

The ONELINE corridor will connect key neighborhoods and institutions in Jackson, including three universities and major employers, fostering a more transit-supportive community.

Work Details
The scope of work includes the following tasks:

1. **Project Management**: Develop a Project Management Plan (PMP), provide monthly progress reports, and establish a file-sharing site for collaboration.

2. **Community Engagement**: Create an inclusive Community Engagement Plan to involve community members and stakeholders throughout the project.

3. **Corridor Refinement**: Review existing conceptual planning work and refine project definitions including potential route alignments and service plans.

4. **Existing Conditions Assessment**: Analyze current infrastructure and public facilities within the corridor to identify assets that can be leveraged for TOD.

5. **Market Analysis**: Conduct a market analysis to determine development potential in the TOD study area based on demographic trends and market conditions.

6. **Vision, Goals, and Character Areas**: Establish a holistic vision for TOD in Jackson that aligns with community input and market analysis findings.

7. **TOD Comprehensive Work Plan**: Create a comprehensive plan with recommendations for zoning, land use policies, street design guidelines, and placemaking strategies.

8. **Implementation and Funding Plan**: Develop an implementation strategy that includes capital improvement recommendations and identifies funding sources.

Period of Performance
The contract is expected to start in October 2024 and conclude by March 2026.

Place of Performance
The work will be performed within the City of Jackson, Mississippi, specifically along the ONELINE corridor extending from the Fondren area through Downtown to Jackson State University.
