Background
The University of Southern Mississippi is seeking to acquire an Electronic Health Records (EHR) system for its Student Health Services. The primary objective is to enhance the efficiency of storing, processing, and securing university health records while ensuring compliance with the American Recovery and Reinvestment Act. The selected vendor will support approximately 90,000 records with a minimum of 300GB of storage space.

Work Details
The contract involves providing an Electronic Health Records Software that meets the following requirements:
- Ability to define and modify reason for visit and appointment types.
- Schedule management capabilities including templates for providers.
- Integration with existing software such as Citrix, RealMed, Lab Corp, and others.
- Support for bi-directional interfaces with eRad, LabDAQ, Pro-Pharm, and Availity.
- Features for patient chart management including logging/documenting queries to controlled substance databases.
- Automated appointment reminders via email or text.
- Financial management tools for various payment methods.
- Compliance with HIPAA and FERPA regulations.
- Provision of a patient web portal for online services such as scheduling and secure messaging.
- Implementation plan detailing training and interface connections.

Period of Performance
The agreement will be for five (5) years with the possibility of five one-year renewals.

Place of Performance
The services will be performed at The University of Southern Mississippi located in Hattiesburg, Mississippi.

Bidder Requirements
Vendors must provide a minimum of three customer references from higher education institutions that have implemented similar solutions in the last 12 months. Proposals must be written in English, legible, appropriately structured, and include pricing details for both on-premises and cloud-hosted solutions.
