RFP - Substitute Employee Staffing Services 2026-2027

Background
The Jones County School District (JCSD) is located in Jones County, Mississippi, serving approximately 8,700 students. The district holds an overall 'A' accountability rating from the Mississippi Department of Education and includes six elementary schools, three middle/high schools, one career and technical center, one alternative school, and one central office.

This RFP aims to secure a qualified service provider for substitute employee staffing services for the 2026-2027 school year. The focus will be on managing substitute teacher staffing, absence management support, credential screening, compliance, and payroll administration in a reliable and cost-effective manner.

Work Details
The selected provider will be responsible for managing human resources functions; providing automated absence tracking software; conducting credential screening; ensuring compliance documentation; and handling payroll administration for assigned substitute employees.

Positions covered include:
- Substitute Teacher - Non-Certified
- Substitute Teacher - Certified/Licensed
- Long-Term Substitute Teacher - Certified/Licensed (defined as more than ten consecutive days in one assignment).

Responsibilities of the successful proposer include recruiting, screening, hiring, training substitutes; verifying credentials and licenses; conducting background checks; operating a reliable payroll system; providing an automated absence management platform available 24/7; monitoring daily substitute requests; and ensuring compliance with JCSD policies and state laws.

Period of Performance
The contract will commence on July 1, 2026, and is intended for the duration of the 2026-2027 school year with an option to extend for up to three additional years if mutually agreed upon.

Place of Performance
Services will be performed within the Jones County School District in Mississippi.

Bidder Requirements
Proposers must provide proof of insurance coverage meeting minimum requirements including:
- Workers Compensation ($1M per occurrence)
- Commercial General Liability ($2M aggregate)
- Commercial Automobile Liability ($2M combined single limit)
- Umbrella/Excess Liability ($5M).

A valid Certificate of Insurance must be provided before contract execution. Proposals must include clear pricing that encompasses all costs necessary to perform the services. Proposers should also comply with all applicable local, state, and federal laws regarding equal employment opportunity and confidentiality.
