The purpose of this Request for Proposals (RFP) is to obtain professional development services focused on special education compliance and the implementation of the Individuals with Disabilities Education Act (IDEA). The district aims to enhance the knowledge and capacity of special education personnel and administrators responsible for implementing special education programs and ensuring compliance with federal and state requirements.

Work Details
The selected provider will offer professional development services that may include:
- Child Find requirements
- Evaluation and reevaluation procedures
- Eligibility determination
- Development of legally compliant Individualized Education Programs (IEPs)
- Present Levels of Academic Achievement and Functional Performance (PLAAFP)
- Measurable annual goals
- Progress monitoring requirements
- Least Restrictive Environment (LRE)
- Procedural safeguards
- Prior written notice
- Discipline procedures and manifestation determinations
- Transition planning requirements
- Documentation and recordkeeping practices
- Current legal developments and compliance expectations.

Two full-day professional development sessions will be conducted: Administrator and Special Services Training, and Special Education Teacher Training. Services will be provided at mutually agreed times and locations.

Bidder Requirements
Proposers must possess all applicable licenses, certifications, and credentials required to provide the outlined services. They must have a valid Unique Entity Identifier (UEI) number and demonstrate an 'Active' registration status in the System for Award Management (SAM) at the time of proposal submission. Proposers must also comply with all terms contained in this RFP and demonstrate necessary experience and organizational capacity.
