Description

This Petition for Relief is to conduct an RFP for Office of Tobacco Control evaluation services.
Background
The Mississippi State Department of Health has issued this Request for Proposals (RFP Number: 3120003190) to obtain competitive proposals from qualified vendors for Evaluation Services for the Mississippi Delta Health Collaborative (MDHC). The primary goal is to enhance cardiovascular health outcomes, specifically targeting heart disease and stroke prevention by improving hypertension and cholesterol control rates in the Mississippi Delta Region.

The initiative focuses on counties including Bolivar, Carroll, Coahoma, Desoto, Holmes, Humphreys, Issaquena, Leflore, Panola, Quitman, Sharkey, Sunflower, Tallahatchie, Tate, Tunica, Warren, Washington and Yazoo County. The Agency seeks to partner with an academic university that has the necessary capabilities to provide comprehensive evaluation services.

Work Details
The contractor will work closely with MDHC staff to plan and design evaluation frameworks for community and clinical-based interventions. Services include:
1. Developing methodologies for assessing program impacts.
2. Assisting in program monitoring using collaboratively developed measures.
3. Tracking progress towards short-term and long-term goals.
4. Producing a final report documenting intervention impacts on health promotion policies and healthcare disparities.
5. Conducting ongoing monitoring through performance measure data collection.
6. Providing evaluability assessments and developing data collection instruments such as surveys.
7. Reporting findings through various formats including infographics and presentations.

Period of Performance
The contract period is five years, tentatively scheduled from November 5, 2025, to November 4, 2030.

Place of Performance
The majority of the work will be performed offsite or virtually; however, in-person meetings will occur in the Mississippi Delta region as needed.

Bidder Requirements
Vendors must be an accredited university in Mississippi with a Doctorate Degree in Epidemiology and experience in biostatistics. They should have at least five years of relevant experience in public health evaluation initiatives focused on cardiovascular disease.
