RFP for Hurricane Debris Clearance and Removal Solutions

Background
The City of Bay St. Louis, Mississippi, located on the Gulf Coast, is prone to hurricanes and natural disasters that often overwhelm its resources. To address this issue, the City is seeking a qualified contractor to provide disaster debris removal and disposal services in the event of such disasters. The goal is to ensure public safety and facilitate economic recovery by efficiently removing debris resulting from hurricanes and other natural events.

Work Details
The contractor will be responsible for removing and disposing of all eligible disaster-related debris from City Rights-of-Way (ROW) and City-owned property. This includes:

1. Clearance, removal, and disposal of debris deemed eligible by FEMA.
2. Transporting debris to temporary Debris Management Sites (DMS) or directly to approved landfills.
3. Securing permits for operating a Debris Reduction Site if required.
4. Handling various types of debris including vegetative waste, construction and demolition debris, white goods, household hazardous waste, and electronics.
5. Documenting conditions of roadways and structures before work begins through photography or videography.
6. Ensuring compliance with all applicable environmental regulations and obtaining necessary permits prior to operations.
7. Providing daily reports on debris removal activities including quantities removed by category.

Period of Performance
The contract will be for an initial term of one year with four additional one-year options to renew, contingent upon mutual agreement. The contractor must commence work within 24 hours of receiving a notice to proceed following a disaster event.

Place of Performance
The services will be performed within the geographic boundaries of the City of Bay St. Louis, Mississippi.
