RFP for Communications & Marketing Consulting Services

Background
The Mississippi Office of the State Treasurer (OST) is seeking proposals from qualified vendors to serve as communications and marketing consultants. The OST is responsible for managing the state's financial resources, overseeing investments, and enhancing the state's economy through various programs, including the Mississippi Prepaid Affordable College Tuition Program and the Unclaimed Property program. The goal of this RFP is to effectively advertise and market these programs to benefit Mississippians.

Work Details
The selected contractor will provide a range of services including:

1. Development and implementation of annual and long-term marketing strategies.
2. Advertising through radio, television, and internet marketing campaigns.
3. Creation of commercial content and production of advertising spots.
4. Marketing efforts directed at civic organizations, community events, employers, and direct mail campaigns.
5. Design and production of printed marketing materials such as enrollment booklets, flyers, brochures, posters, and banners.
6. Conducting awareness research post-campaigns to evaluate effectiveness and provide reports on findings.

Period of Performance
The contract will be for a period of three years with two optional one-year renewals based on performance and funding availability.

Place of Performance
Services will primarily be performed within the state of Mississippi.

Bidder Requirements
Respondents must have at least five years of experience in communications and marketing. Proposals must include detailed qualifications of all personnel assigned to the project, evidence of previous similar contracts, a plan for service execution, pricing details per hour for consulting services, and compliance with all applicable laws.
