Request for Proposals for Reforestation Services

Background
The Office of Procurement & Contracts at Mississippi State University is issuing a Request for Proposals for reforestation services. The goal of this contract is to enhance the ecological health and sustainability of various sites associated with Naval Air Stations in Florida and Mississippi through comprehensive reforestation efforts. This initiative aligns with the agency's mission to promote environmental stewardship and sustainable land management practices.

Work Details
The contractor will provide reforestation services including site preparation, planting, and herbaceous weed control across multiple sites. Specific tasks include:

1. **Site Preparation**:
- NASWF: Application of 20 ounces of a 4lb (A.E.) imazapyr product and 38 ounces of a 6.3lb (A.E.) triclopyr-ester product per acre, with a spray volume of 15 gallons per acre using ground equipment.
- NASP: Similar application as NASWF but with a spray volume of 30 gallons per acre, using backpack crews while adhering to protected species guidelines.
- NSAPC: Mechanical shear-rake-pile treatment on 34.7 acres using bulldozers during late summer to enhance planter access.

2. **Planting**:
- Hand planting containerized longleaf pine at a density of 650 trees per acre across various sites (NASWF - 84 acres, NASM - 66 acres longleaf and 50 acres loblolly, NASP - 49 acres, NSAPC - 34.7 acres). Planting must occur between November 1 and February 15.
- Longleaf density trials will be conducted in designated blocks with specific tree densities.

3. **Herbaceous Weed Control**:
- Ground-based applications of herbicides (1.8 oz sulfametron methyl and 9 oz hexazinone) on a total of 234 acres across all sites between March and early May. All materials must be procured by the awarded bidder.

Period of Performance
The contract will commence upon award and is expected to span multiple years, specifically focusing on the planting season from November to February each year and herbicide applications from March to early May.

Place of Performance
The work will be performed at multiple locations including Naval Air Station Whiting Field (NASWF), Naval Air Station Pensacola (NASP), Naval Support Activity Panama City (NSAPC) in Florida, and Naval Air Station Meridian (NASM) in Mississippi.

Bidder Requirements
Bidders must comply with all applicable rules, regulations, and statutes related to purchasing in the State of Mississippi. Additionally, bidders are required to follow Mississippi State University's Standard Contract Addendum.
