Background
The Mississippi Department of Corrections (MDOC) is seeking qualified and licensed contractors to provide operation and inspection services for the wastewater plant and well water system at the Mississippi State Penitentiary (MSP).
The goal of this contract is to ensure compliant, continuous, and safe operations of these systems in accordance with regulations set by the Mississippi Department of Health (MSDH) and the Mississippi Department of Environmental Quality (MDEQ).
Work Details
The contractor will be responsible for providing all labor, expertise, testing, reporting, and operational support required for the following services:
1. Water Well Operations:
- Conduct operational visits a minimum of three times per week.
- Monitor well functionality and check chlorine tanks.
- Record chlorine residuals in a state-approved log book.
- Report issues to facility maintenance staff immediately.
- Collect required samples for MSDH and attend inspections.
- Respond to after-hour emergency calls at no extra cost.
- Prepare annual Consumer Cost Report by July 1st each year.
2. Wastewater Treatment Plant Operations:
- Possess a Class III Operator License or higher.
- Monitor lagoon levels and assist with pump runtime.
- Provide runtime sheets for monthly flow calculations.
- Complete weekly data using certified equipment and maintain log books.
- Notify MDOC of equipment failures immediately.
- Attend inspections conducted by MDEQ and maintain grounds of wastewater plants.
- Coordinate quarterly samples with MDEQ approved testing company.
Period of Performance
The contract term is anticipated to be effective from July 1, 2026, to June 30, 2027, lasting for one year.
Place of Performance
The services will be performed at the Mississippi State Penitentiary located at MS Hwy 49 West, Parchman, MS 38738.
Bidder Requirements
Bidders must possess a valid Operator’s License and are recommended to be registered with the State of Mississippi.
The successful bidder must also pass an MDOC NCIC background check within three days of receiving notice of award.
