Invitation to Bid: Procurement of Vehicles, Vans, and Pickup Trucks

Background
The State of Mississippi, through the Department of Finance and Administration's Office of Purchasing, Travel and Fleet Management, is issuing this Invitation to Bid for the procurement of vehicles, vans, and pickup trucks. The purpose is to establish a source or sources of supply for the purchase of 2026 or newer vehicles by all state agencies and governing authorities within Mississippi.

The contract aims to ensure that state agencies have access to reliable transportation while promoting competition among vendors.

Work Details
The contract includes the procurement of various types of vehicles including compact cars, mid-size cars, large cars, passenger vans, pickup trucks (small and standard), SUVs (small and standard), and cargo vans. Specific requirements include:
- Vehicles must conform to Federal Motor Vehicle Safety Standards and EPA regulations.
- All vehicles must have standard equipment as listed by the manufacturer.
- Warranty coverage for a minimum period of three years or 36,000 miles.
- Delivery must be made within 180 calendar days after receipt of order.
- Vehicles must be delivered with at least five gallons of fuel.
- Prices quoted shall include title fees and comply with specified delivery rates based on mileage.

Period of Performance
The term of the contract will begin on October 1, 2025, and end on September 30, 2026. The contract may allow for the delivery of 2027 models if they meet specifications.

Place of Performance
Delivery locations will be throughout the State of Mississippi as designated by purchasing agencies.

Bidder Requirements
Bidders must provide their Motor Vehicle Commission license number. They are required to comply with E-Verify for employment verification and certify that neither they nor any subcontractors are debarred from federal assistance programs.

Additionally, bidders should indicate if they qualify as a Minority Vendor as defined by Mississippi law.
