Invitation for Bids: Marine Archaeological Resources Survey Services

Background
The Mississippi Department of Marine Resources (MDMR) is responsible for managing the coastal resources of Mississippi, focusing on the enhancement, protection, and conservation of marine interests for current and future generations. The agency oversees marine life, public trust wetlands, adjacent uplands, and waterfront areas to ensure long-term benefits for recreational, educational, commercial, and economic purposes.

MDMR is seeking bids from qualified contractors to conduct site-specific surveys aimed at identifying historic properties that may be affected by offshore artificial reef construction activities. This initiative is in compliance with Section 106 of the National Historic Preservation Act (NHPA) and the National Environmental Policy Act (NEPA).

Work Details
The contract requires the completion of one marine archaeological resources assessment report that includes surveys in federal waters. The surveyed area must encompass all portions affected by proposed activities, including all seafloor-disturbing activities.

Survey line spacing for archaeological identification should not exceed 30 meters for gradiometer operations. Coordination with the U.S. Army Corps of Engineers (USACE) is necessary prior to commencing work. The contractor must provide all necessary equipment, personnel, supplies, and transportation at no additional cost to MDMR.

Period of Performance
The contract will commence upon execution by both parties and will last for one year. There is an option to renew the contract for one additional year under the same terms if agreed upon by both MDMR and the contractor.

Place of Performance
The services will be performed in designated federal waters off the coast of Mississippi.
