The Mississippi Emergency Management Agency (MEMA) has issued this Invitation for Bids (IFB) for the purpose of updating the Hazard Mitigation Plans for District 6. 3. **Multiple Hazard Mitigation Strategy**: Updating mitigation strategies specific to community needs, including a list of prioritized projects aimed at reducing risks from identified hazards.
4. **Plan Maintenance Process**: Ensuring annual monitoring and updates every five years, incorporating plans into local processes, and maintaining public involvement.
5. **Plan Adoption and Approval**: Working with local governments for plan adoption as required by FEMA regulations.
6. **FEMA Review**: Assisting with the submission of the updated plan to FEMA for review and approval.
Period of Performance
The estimated period of performance for this contract may begin upon execution of the contract by both parties and end one year from contract execution. MEMA may amend and renew this contract for three additional periods of twelve months each.

The work will be performed in District 6, which includes Clarke County, Jasper County, Kemper County, Lauderdale County, Leake County, Neshoba County, Newton County, Scott County, Smith County, and associated communities in Mississippi.
Bidder Requirements
Bidders must have at least five years of experience providing similar services. They must provide qualifications for personnel assigned to the project and achieve a minimum score on reference checks from two references (totaling at least twelve points). Additionally, bidders must be registered to do business in Mississippi and maintain required insurance coverage including workers’ compensation and general liability insurance with specified limits.
