Engineering Services for Infrastructure Project with Potential Federal Funding

Background
The City of Amory is seeking proposals from qualified firms or individuals to provide engineering services for an infrastructure project that may receive funding from various federal and state agencies, including the Appalachian Regional Commission, HUD Community Development Block Grant, and the U.S. Economic Development Administration.

The goal of this contract is to facilitate the planning and execution of engineering services necessary for the successful completion of the project.

Work Details
The selected engineer will be responsible for a range of engineering services throughout the project lifecycle, including:
1) Preparing a preliminary cost estimate and preliminary engineering report;
2) If grant funding is awarded, preparing detailed plans and specifications;
3) Distributing bid documents;
4) Assisting in bid opening and preparing bid tabulations;
5) Assisting in the execution of construction contracts;
6) Holding a preconstruction conference;
7) Performing construction inspections, providing periodic reports to the City of Amory, and approving all payment requests.

All services must comply with applicable federal, state, and local laws, regulations, and policies.

Period of Performance
The contract will be executed upon award following grant approval and is expected to continue through project closeout. Specific timelines will be determined based on project requirements.

Place of Performance
The work will be performed in Amory, Mississippi.

Bidder Requirements
Proposals are encouraged from Minority-owned Business Enterprises (MBEs) and Woman-owned Business Enterprises (WBEs). Bidders must provide detailed qualifications of personnel assigned to the project, information on previous experience with similar projects including grants awarded, and identify staff capacity for performance.
