Engineering Services for Infrastructure Project with Potential ARC and HUD Funding

Background
The Lee County Board of Supervisors is seeking proposals from qualified firms or individuals to provide engineering services for an infrastructure project that may receive funding from the Appalachian Regional Commission, HUD Community Development Block Grant, U.S. Economic Development Administration, and other federal or state funding agencies.

The goal of this contract is to prepare a preliminary cost estimate and provide engineering services if the project is awarded.

Work Details
The scope of work includes:
1) Preparing a preliminary cost estimate and preliminary engineering report;
2) If the grant is awarded, preparing plans and specifications;
3) Distributing bid documents;
4) Assisting in bid opening and preparing bid tabulation;
5) Assisting in the execution of construction contracts;
6) Holding a preconstruction conference;
7) Performing construction inspection, including periodic reports to the Lee County Board of Supervisors and approving all payment requests.

The engineer will be responsible for performing all engineering services through project closeout in compliance with federal, state, and local laws, regulations, and policies.

Period of Performance
The contract will be performed upon award of the grant and will continue through project closeout as per the requirements outlined in the contract.

Place of Performance
The work will be performed in Lee County, Mississippi.

Bidder Requirements
The County encourages Minority-owned Business Enterprises (MBEs) and Woman-owned Business Enterprises (WBEs) to submit proposals. Proposals must include detailed qualifications of personnel assigned to the project, information regarding the firm's experience with similar projects, including types and amounts of grants awarded.
