Background
The Appalachian Regional Commission (ARC) is seeking proposals for engineering services to conduct a Comprehensive Track Study Report. This report will document existing conditions through assessments and evaluations for critical locations, including a failed box culvert, as part of a rail line project for the Mississippi Alabama Rail Authority. The project will take place in Tishomingo County, MS, Alcorn County, MS, and Franklin County, AL.
Work Details
The contractor will perform necessary engineering services including:
1) Preparing plans and specifications for the project covering all design phases (preliminary, environmental, and final design if funded).
2) Constructing and distributing bid packets ensuring compliance with Federal and State requirements.
3) Assisting in bid opening and preparing bid tabulations.
4) Conducting pre-construction conferences with contractors and staff representatives, documenting minutes of meetings.
5) Performing work-in-progress inspections and providing periodic reports to the Authority while approving partial payment requests.
6) Providing all necessary services for project execution such as consultations, surveys, soil investigations, supervision, travel, 'as built' or record drawings, rights of way assistance, testing, construction engineering, and other incidentals.
7) Granting access to records of the project to authorized representatives including the Grant funding agency and Comptroller General of U.S. Dept. of Inspector General.
8) Maintaining all project records for three years post-project closure.
