Background
The Mississippi State Department of Health (MSDH) is seeking a qualified vendor to provide statewide courier services. The goal of this contract is to ensure the safe, timely, and secure transport of laboratory supplies, clinical specimens, drinking water samples, environmental samples, and other designated materials between all MSDH sites and the Mississippi Public Health Laboratory (MPHL). This service is crucial for maintaining public health standards across the state.
Work Details
The selected vendor will be responsible for:
1. Routine Courier Services:
- Specimen Pickup: Collect specimens from each MSDH county clinic, regional office, and designated field site Monday–Friday after normal business hours (8:00 AM – 5:00 PM).
- Specimen Delivery to MPHL: Deliver to MPHL (MSDH Central Complex, Jackson) Tuesday–Saturday by 7:30 AM. Specimens must be delivered within 16 to 24 hours of pickup.
- Empty Container Pickup at MPHL: Collect and return specimen containers/shippers from MPHL to MSDH sites Monday–Friday between 11:00 AM and 3:00 PM.
- Site Coverage includes all MSDH county clinics, regional offices, and special program locations listed in Appendix A.
2. STAT Services: Immediate same-day pickup and direct delivery between designated MSDH sites with no intermediate stops; response time must be within 2 hours of request.
3. Specialized Services as requested by MPHL or MSDH Pharmacy for additional trips to retrieve missed specimens. Transport conditions must maintain a controlled environment of 59°F–80.6°F during transport and prevent exposure to extreme temperatures.
Period of Performance
The estimated period of performance for the contract is scheduled to begin on or about February 26, 2026, and end on February 25, 2031.
Place of Performance
Services will be performed statewide across various MSDH sites including the Mississippi Public Health Laboratory located at 570 East Woodrow Wilson Dr., Jackson, MS 39216; the MSDH Pharmacy at 3156 Lawson Street, Jackson, MS; and other specified county clinics throughout Mississippi.
Bidder Requirements
Bidders must have been in business for a minimum of two years providing similar services. They are required to possess valid licenses including a business MS license and provide notarized copies upon request. Financial stability documentation such as audited financial statements may also be required. The contractor must maintain insurance coverage including general liability and workers' compensation insurance.
