Barbering Services Procurement

Background
The Mississippi Department of Human Services (MDHS) is seeking qualified respondents to provide barbering services for youth at the Oakley Youth Development Center (OYDC). The goal of this contract is to ensure that the youth housed at OYDC receive regular grooming services, which are essential for their well-being and self-esteem.

The contract may require approval from the Public Procurement Review Board (PPRB), and MDHS reserves the right to reject any quotes during the procurement process.

Work Details
The contractor will provide barbering services for male and female students at OYDC, with haircuts required to be performed semi-monthly. Specific requirements include:
- Submission of a barbering schedule for approval prior to service.
- Notification to OYDC within two hours if unable to fulfill a scheduled appointment, with rescheduling required within two business days.
- Male haircuts must be one inch or shorter on top and tapered; female haircuts should be trimmed in a style similar to their current cut. Specialty haircuts are not permitted.
- The contractor must provide all necessary barber equipment (clippers, scissors, combs, etc.) and ensure sterilization before use.
- OYDC will provide the area for services and necessary clean-up supplies. Payment will be based on a per haircut rate, with receipts left for comparison with invoices.

Period of Performance
Services are anticipated to begin on November 11, 2024, or after both parties have signed the contract, lasting until November 10, 2025. The contract may be renewed for two successive one-year periods upon notification by MDHS at least thirty days prior to each anniversary date.

Place of Performance
The services will be performed at the Oakley Youth Development Center located in Mississippi.
