Audit Services for Mississippi State Department of Health ARPA: Rural Water Associations Project

Background
The C&C Water Association (OWNER) is seeking proposals from qualified firms or individuals to provide audit services for a project funded by the Mississippi State Department of Health under the American Rescue Plan Act: Rural Water Associations Infrastructure Grant Program.
The goal of this contract is to ensure compliance and proper financial oversight of the funds allocated for rural water infrastructure improvements.

Work Details
The selected auditor will perform either a single audit or a program-specific audit in accordance with 2 CFR 200.501 for the prior fiscal year.
The final scope of work will be negotiated at the time of contract execution.
Proposals must include an hourly rate sheet and demonstrate qualifications, experience, project knowledge, and cost reasonableness.
The evaluation criteria include:
- Qualifications (40 points)
- Experience (20 points)
- Project Knowledge (20 points)
- Cost (20 points).

Period of Performance
The contract period will commence upon execution and will cover the audit for the prior fiscal year, with specific timelines to be determined during contract negotiations.

Place of Performance
The services will be performed at the C&C Water Association's location or as required by the project specifications, primarily in Flowood, MS.

Bidder Requirements
Proposals are encouraged from Minority-owned Business Enterprises (MBEs) and Women-owned Business Enterprises (WBEs).
Bidders must submit complete proposals that address qualifications, experience, project knowledge, and pricing.
The OWNER reserves the right to reject any or all proposals.
