Description

Through this RFP, the City seeks to fund two planning activities to assess disaster recovery needs and mitigate flood hazard risks throughout the City; a Regional Flood Mitigation and Green Infrastructure Plan and a River Des Peres Feasibility and Design Study.
Background
The City of St. Louis, through its Community Development Administration (CDA), is issuing a Request for Proposals (RFP) for Watershed Management, Flood Mitigation, and Green Infrastructure Planning Services.

The CDA serves as the clearinghouse for federal, state, and local funds aimed at driving economic justice and community development in St. Louis. The need for these services arises from increasing flood risks exacerbated by climate change and historic flooding events, particularly the severe flooding in July 2022 that prompted a federal allocation of $25,834,000 for recovery efforts.

This RFP aims to fund two key planning activities: a Regional Flood Mitigation and Green Infrastructure Plan and a River Des Peres Feasibility and Design Study, focusing on high-needs neighborhoods and underserved communities.

Work Details
The selected firm will be responsible for the following tasks:
1) Assess flood hazard risk in the watershed including integration of existing flood-risk mapping data;
2) Analyze existing Green Stormwater Infrastructure (GSI) projects to evaluate their effectiveness;
3) Develop a cohesive city-wide strategy for flood risk reduction and GSI implementation;
4) Create GSI design standards;
5) Develop a long-term sustainability plan for GSI projects including funding models;
6) Conduct a Restoration Feasibility and Design Study for portions of the River Des Peres;
7) Engage with community members to incorporate their input into planning processes;
8) Collaborate with partner stakeholders to ensure alignment with regional priorities.

Period of Performance
The contract period will extend no further than June 2030, with proposals due by February 28, 2025.

Place of Performance
The services will be performed within the City of St. Louis.
