Vending Machine Services for Transition Center of St. Louis

Background
The Missouri Department of Corrections is issuing this Invitation for Bid (IFB) to establish a contract for vending machine services at the Transition Center of St. Louis (TCSTL).

The TCSTL is a transitional residential facility with a housing capacity of 250 male clients. The estimated gross sales at TCSTL average approximately $8,000 per month, although future sales are not guaranteed. This contract aims to provide quality vending services to meet the needs of the facility's residents and staff.

Work Details
The contractor shall provide, install, and maintain all vending equipment as specified in ATTACHMENT 1. Key requirements include:
- All equipment must be in new or first-class condition and maintained to high cleanliness standards (NSF approved).
- Snack machines must have a minimum of 20 large slots and 20 small slots unless otherwise approved.
- Vending machines must accept bills (minimum $1) and coins ($0.05, $0.10, $0.25, $1) as well as credit/debit cards with a possible processing fee of $0.10 per transaction.
- Beverage machines must be Energy Star rated or equipped with energy conservation devices.
- The contractor must provide trained repair personnel available within one working day for maintenance issues.
- Regular delivery and stocking of machines are required six days a week, coordinated with the Business Manager/designee.

Period of Performance
The contract period is from March 1, 2025, through February 28, 2026.

Place of Performance
Services will be performed at the Transition Center of St. Louis located at 1621 North First Street, St. Louis, MO 63102.
