Vehicle Insurance Verification including Diversion Solution - DOR

Background
The State of Missouri's Department of Revenue, specifically the Motor Vehicle Driver License Division, has issued a Request for Proposal (RFP) for a Vehicle Insurance Verification including Diversion Solution (VIViD). This initiative aims to develop, host, implement, and maintain a system that ensures proactive real-time insurance verification and continual monitoring to reduce the number of uninsured motorists in Missouri.

The project is a response to Senate Bill 398 signed on July 6, 2023, which mandates the creation of an online system for verifying compliance with Missouri’s Mandatory Financial Responsibility Law. The goal is to enhance insurance reporting, compliance monitoring, and support law enforcement agencies in managing uninsured motorists effectively.

Work Details
The contractor will provide a comprehensive vehicle insurance verification solution that includes:
1. Development and hosting of the VIViD system for real-time insurance verification and compliance monitoring.
2. Mailing of non-compliance notices to registered vehicle owners without active liability insurance.
3. Operation of a customer support help desk.
4. Coordination with Missouri-approved Insurance Companies to ensure accurate data exchange.
5. Implementation of a pre-trial diversion program for offenders needing assistance.
6. Compliance with IICMVA standards for data sharing and security protocols.
7. A public-facing ADA compliant website for citizens and state entities to access relevant information.
8. Ongoing maintenance and updates to the system including disaster recovery plans and data security measures.

Period of Performance
The contract will be effective from the date of award through five years.

Place of Performance
The services will be performed at the contractor's facilities but must comply with all requirements set forth by the State of Missouri, particularly in Jefferson City.
