Description

The purpose of this SkillUP 50/50 Program contract is to provide Supplemental Nutrition Assistance Program (SNAP) participants opportunities to gain skills, training or experience that will improve their ability to attain employment and decrease their dependency on public assistance programs. The Department contracts with providers, such as community-based organizations, workforce development providers, and community colleges, to deliver SNAP Employment and Training (E&T) services. The providers that use non-federal funding for allowable SkillUP 50/50 Program shall be eligible for a 50 percent (50%) reimbursement through the Department's SkillUP 50/50 Program. These provider partnerships (commonly referred to as third-party partnerships ) can expand their reach and improve their program outcomes by tapping into existing high-quality providers that serve the community. The third-party partnership that use non-Federal funding for allowable SkillUP 50/50 Program services, may be eligible for a 50 percent (50%) reimbursement through the Department's SkillUP 50/50 Program.
Background
The SkillUP 50/50 Program is initiated by the Missouri Department of Social Services to provide Supplemental Nutrition Assistance Program (SNAP) participants with opportunities to gain skills, training, or experience that enhance their employability and reduce reliance on public assistance.

The Department collaborates with various providers, including community organizations and educational institutions, to deliver SNAP Employment and Training (E&T) services. Providers utilizing non-federal funding for eligible SkillUP 50/50 services can receive a 50% reimbursement through this program, enhancing their outreach and effectiveness in serving the community.

Work Details
The contractor will deliver SNAP Employment and Training (E&T) services under the SkillUP 50/50 Program, which includes:
1. Providing case management services to SNAP participants.
2. Conducting participant assessments and assisting with employment and training planning.
3. Offering supportive services such as job search assistance, job placement assistance, vocational training, soft skill training, resume preparation, financial literacy education, communication skill building, and interview preparation.
4. Utilizing non-federal resources for allowable SkillUP components to qualify for a 50% reimbursement of these investments.
5. Collaborating with employers and community organizations to create pathways to employment for participants.

Period of Performance
The contract period is from the date of award through one year, with three optional renewal periods of one year each.

Place of Performance
The services will be performed throughout the State of Missouri.
