SINGLE FEASIBLE SOURCE (SFS) OA ITSD-FY25-0014-SL: Mainstay College Reconnect Interactive Student

Background
The State of Missouri, through its Office of Administration, Information Technology Services Division (OA-ITSD), is seeking to establish a Single Feasible Source (SFS) contract for the provision of interactive student messaging services as part of the Mainstay College Reconnect initiative. This initiative aims to support the Department of Higher Education & Workforce Development (DHEWD) in recruiting eligible adult learners pursuing higher education across four metropolitan regions: St. Louis, Kansas City, Springfield, and Columbia. The contract will set maximum pricing and minimum requirements for subsequent purchase transactions.

Work Details
The contractor will provide two marketing campaigns over a period of six months each, utilizing their database platform and predictive models to effectively recruit adult learners. The contractor's responsibilities include:

1) Compiling targeted lists from their database specific to each region based on individual adults' intent to pursue higher education;
2) Managing, placing, and monitoring advertisements in Meta and other programmatic advertising channels;
3) Providing weekly campaign metric reports during the campaign;
4) Delivering an annual report detailing outcomes and statistical information;
5) Offering password-protected access to their interactive database for up to five agency staff members;
6) Providing training and ongoing support at no additional cost.

All services are to be performed remotely.

Period of Performance
The contract period will commence upon award and extend for one year, with an option for one additional renewal period of one year.

Place of Performance
Services will be delivered remotely but targeted towards four metropolitan regions in Missouri: St. Louis, Kansas City, Springfield, and Columbia.

Bidder Requirements
Vendors must achieve 'Approved' registration status in MissouriBUYS and 'Spend Authorized' registration status in MissouriBUYS powered by MOVERS. Additionally, vendors must comply with various business compliance requirements including tax compliance with the Missouri Department of Revenue, registration with the Missouri Secretary of State if applicable, enrollment in the E-Verify federal work authorization program if classified as a business entity, and certification regarding anti-discrimination against Israel.
