The City of Blue Springs, Missouri Communications Department ( City / Owner ) is requesting qualifications/proposals from qualified website designer firms for the redesign of the city's website.The successful Website Design Firm will be required to provide a Guaranteed Maximum Price before redesigning work on the website commences, and will be required to exercise rigorous cost, quality and schedule control throughout the duration of the Project. The intent is to improve user experience, modern aesthetics, enhanced functionality and greater accessibility while serving as an effective communication tool for residents, businesses, and visitors.

The goal is to enhance user experience, modern aesthetics, functionality, and accessibility for residents, businesses, and visitors. The selected firm will be required to provide a Guaranteed Maximum Price before commencing work and must maintain strict cost, quality, and schedule control throughout the project.
Work Details
The contractor will provide professional and technical services for the redesign of the city’s website. This includes:
- Developing a user-friendly interface with modern aesthetics.
- Implementing enhanced functionality including modules such as Service Request Portal (311 System), Online Forms and Submissions, Bill Pay/Online Payments, Archive Center, Bid Postings, Photo Repository, City Calendar, Newsroom/Announcements, Citizen Comments/Feedback, Email Notifications/Alerts, FAQs, Agendas/Minutes & Meeting Videos, Document Center/Public Records Library, Staff Directory, Job Board/HR Portal, Permit & Inspection Tracker.
- Conducting bi-weekly progress meetings to monitor project status.
- Providing regular updates on the schedule and documenting any changes.
- Assisting in the initial start-up and testing of website modules.
- Ensuring all deliverables are completed satisfactorily before final inspection.
Period of Performance
The contract is expected to commence shortly after execution in June 2025. It will include various phases such as kickoff interviews in June 2025; design phases from June 2025 through November 2025; testing in December 2025; staff training from January to February 2026; culminating in a launch in March 2026.
Place of Performance
The work will be performed primarily at the City of Blue Springs located at 903 West Main Street, Blue Springs, MO 64015.
Bidder Requirements
Contractors must obtain an occupational license with the City of Blue Springs if required by City Code. They must also comply with all applicable federal, state and local laws. Contractors are required to maintain insurance coverage including General Liability ($1M), Automobile Liability ($1M), Workers’ Compensation (statutory), Professional Liability ($1M), and Cyber Liability ($1M). Additionally, contractors must participate in a federal work authorization program if the contract exceeds $5,000.
