RFP2025-45 Fixed Base Operations at Rosecrans Memorial Airport

Background
The City of St. Joseph, Missouri, is seeking proposals from qualified vendors to operate as the Fixed Base Operator (FBO) at Rosecrans Memorial Airport. The goal of this contract is to lease airport-owned facilities and provide comprehensive aviation services to enhance airport operations and support the local aviation community.

Work Details
The selected FBO will be responsible for providing a range of services including:
- Aircraft fueling (Avgas 100LL, Jet A)
- Equipment for fueling
- Aircraft ramp services (towing, parking guidance)
- Aircraft maintenance service
- Monitoring and responding to Unicom requests during business hours.

Additionally, the proposal must include a business plan covering start-up requirements, building space needs, a 3 to 5-year business and marketing plan, financial obligations, forward-looking financial projections, and proposed lease considerations including base lease payment and fuel flowage fees. Optional services such as flight training and charter access should also be addressed.

Period of Performance
The contract period is anticipated to commence on or before August 1, 2025, and will span five years with an option to renew for an additional five-year period or as negotiated.

Place of Performance
The contract will be performed at Rosecrans Memorial Airport located at 190 NW Rosecrans Road, St. Joseph, MO 64503.

Bidder Requirements
Proposals must be submitted by qualified individuals or organizations that can demonstrate their ability to operate a full-service aviation FBO. Bidders must provide documentation of ownership, qualifications, experience in FBO operations, three business references, and proof of ability to obtain Hangar Keeper’s Insurance and General Liability Insurance.
