REQUEST FOR PROPOSAL (RFP) STATE PURCHASE-FY25-0322-SL: Seed-to-Sale and Licensing Solution - Division of Cannabis

Background
The Missouri Department of Health and Senior Services, Division of Cannabis Regulation (DHSS-DCR) is seeking proposals for a Seed-to-Sale and Licensing Solution to address functionality gaps in their current systems. The existing contract for seed-to-sale tracking, application registration, and issuance of ID cards is outdated, leading to inefficiencies as the cannabis industry in Missouri grows. The goal is to create a fully integrated system that enhances regulatory oversight and operational efficiency for the state's cannabis market.

Work Details
The contractor will provide a comprehensive seed-to-sale track-and-trace system, application registration, ID card issuance, licensing solutions, case management, enterprise resource planning (ERP), and data solutions. Key components include:

1. **Seed-to-Sale Track-and-Trace System**: Must track marijuana from seed to sale, manage inventory, and allow administrative holds on products.

2. **Application and Licensing System**: Must support multiple submissions for ID cards and licenses, automate notifications for renewals and expirations, and facilitate payments.

3. **Case Management**: Must maintain historical records for licensees and ID cardholders while facilitating investigations, inspections, and compliance workflows.

4. **Business Process Management**: Must automate workflows to reduce manual processes and improve compliance enforcement.

5. **User Training**: Provide training for state agency staff and industry users on system functionalities.

Period of Performance
The contract will be effective from the date of award through two years.

Place of Performance
Services will be performed at the Department of Health and Senior Services Division of Cannabis Regulation located in Jefferson City, MO.

Bidder Requirements
Vendors must have at least ten years of experience providing customizable solutions for regulated markets or five years specifically in marijuana or FDA-regulated markets. Key personnel must include a CEO with relevant experience in large-scale implementations; a CFO with procurement expertise; a CIO with IT management experience; an Account Manager dedicated full-time; a Project Director with PMP certification; developers with SQL experience; QA analysts; security specialists; business analysts; consultants; technical specialists; and subject matter experts in various areas related to the project.
