REQUEST FOR PROPOSAL (RFP) STATE PURCHASE-FY25-0149-SL, 1: UInteract (Unemployment Insurance App) Maintenance, Operations, and Innovation

Background
The State of Missouri, through the Office of Administration, Information Technology Services Division and the Department of Labor and Industrial Relations, is issuing this Request for Proposal (RFP) for the maintenance, enhancement, and innovation of the UInteract Unemployment Insurance Application.

UInteract is a critical application that manages all aspects of unemployment insurance, including tax, benefits, and appeals. The application was originally launched in 2016 and migrated to the AWS Cloud in 2023. The goal of this contract is to ensure that UInteract remains up-to-date and fully functional to meet the needs of both the Department of Labor and Industrial Relations and the citizens of Missouri.

Work Details
The contractor will provide ongoing maintenance, enhancement, and innovation services for the UInteract solution. This includes:
- Maintenance services to support existing functionality.
- Enhancements to improve system performance and usability.
- Innovations such as additional microservices and cloud-centric architecture.
- Compliance with IRS standards (IRS 1075) and ADA requirements.
- Proactive maintenance to address recurring issues and improve system efficiency.
- Development work including analysis, coding, testing, deployment, and documentation updates as required by maintenance requests.
- Regular performance testing to ensure response times under two seconds for general navigation.
- Support for audits and compliance with federal regulations.

Period of Performance
The contract will be effective from the date of award through a period of two years.

Place of Performance
Services will be performed at the Office of Administration, Information Technology Services Division located at 421 E. Dunklin Street, Jefferson City, MO 65101.

Bidder Requirements
Vendors must be registered in MissouriBUYS in a 'Prospective' or 'Spend Authorized' status to submit proposals. They must achieve 'Approved' registration status in MissouriBUYS to be considered for contract award. Additionally, contractors must have a minimum of five years' experience with Java, Spring, DB2, Angular; experience with Kubernetes; knowledge in unemployment insurance; and certifications such as SOC2 type 2 or ISO27001 are preferred.
