Background
The solicitation is issued on behalf of the Department of Corrections, Missouri Vocational Enterprises (MVE). MVE is a program within the Division of Offender Rehabilitative Services, established to provide vocational training and job skills to incarcerated individuals. The goal of this contract is to develop a curriculum based on Lean manufacturing principles for MVE staff to teach incarcerated individuals enrolled in MVE’s vocational education program.
Work Details
The contractor shall provide Lean Concepts Training, which includes:
1) Development and delivery of two distinct training programs: Foundational Lean Concepts Training for all participants and Advanced Lean Champion Training for select participants.
2) The Foundational Training will train eighty (80) state agency staff over three weeks, with sessions lasting three days each week in groups of twenty (20). The objectives include introducing core Lean principles, providing practical understanding through hands-on simulation, and equipping participants with tools to identify and eliminate waste.
3) The Advanced Training will create a curriculum for up to twelve (12) staff members who will serve as future trainers (Lean Champions), utilizing Kaizen style training over at least five days within seven weeks. Objectives include developing advanced knowledge in Lean methodologies and equipping champions to lead initiatives.
4) All training materials including manuals, worksheets, PowerPoint slides, digital class outlines, plans, and hands-on activities must be provided by the contractor. The state agency retains ownership of all materials upon completion.
Period of Performance
The contract period is from the date of award through one year.
Place of Performance
The services will be performed at Missouri Vocational Enterprises located at 1717 Industrial Drive, Jefferson City, MO 65109.
Bidder Requirements
The contractor must have at least five years’ experience in Lean Concepts training and curriculum design and must be located within the State of Missouri. Additionally, the contractor must provide certified personnel including at least one Black Belt Certified trainer and two supporting team members. Background checks are required for all personnel involved in providing services.
