REQUEST FOR PROPOSAL (RFP) MODOT-FY25-0099-SL: MoDOT Promotional Products QVL

Background
The Missouri Department of Transportation (MoDOT) is seeking proposals to establish a Qualified Vendor List (QVL) for acquiring promotional products for the Missouri Highways and Transportation Commission (MHTC). The goal is to create a supply channel that enables efficient procurement of promotional items while fostering competition and ensuring reasonable delivery times.

MoDOT operates under a decentralized structure, with oversight provided by the MHTC, which is appointed by the Governor. The agency aims to support various districts in purchasing items that meet state specifications.

Vendors must be able to produce items with specific logos associated with MoDOT campaigns. The unit price for promotional items must include all production and shipping costs. Vendors are required to submit a Price Quote Form (PQF) for each request detailing specifications and quantities needed. Additionally, vendors must comply with the Buy American Act and provide proof of compliance when necessary.

Period of Performance
The contract period will commence from the date of award and will last for one year, with an option for four one-year renewal periods.

Place of Performance
The services will be performed within the state of Missouri as required by MoDOT.

Bidder Requirements
Bidders must be registered in MissouriBUYS and complete all necessary exhibits including Exhibit A (Buy American Certification) and Exhibit B (Anti-Discrimination Against Israel Certification). Bidders should also provide documentation proving compliance with state business laws and regulations, including registration with the Secretary of State and proof of tax compliance.
