Recovery Housing Program

Background
The Recovery Housing Program (RHP) is initiated by the Missouri Department of Mental Health (DMH) to address the critical need for recovery housing in the Kansas City metropolitan area. This program aims to provide support for individuals recovering from substance use disorders, particularly in regions with high overdose death rates, such as Kansas City and St. Louis.

The DMH's mission focuses on prevention, treatment, and public understanding of mental health issues, including substance use disorders. The program is funded through a Special Delegation of Authority (SDA) from the United States Department of Housing and Urban Development (HUD), with a specific emphasis on aiding African American/Black individuals disproportionately affected by drug-related issues. The RHP seeks to expand existing services by adding a vendor in Kansas City to enhance recovery support and housing stability for individuals in need.

Work Details
The contractor will be responsible for providing Recovery Housing Program services which include:
1. Assisting individuals recovering from substance use disorders to secure stable housing.
2. Providing individual assistance for a maximum period of two years or until permanent housing is secured, whichever comes first.
3. Coordinating with designated representatives from the DMH to ensure compliance with all service provisions.
4. Completing all required attachments and exhibits as part of the bid submission process, including:
- Proposed Methodology, Approach, and Work Plan
- Staff Qualifications
- Vendor Current and Past Experience
- Evaluation Criteria for Technical Proposal
5. Adhering to federal funding requirements and regulations as outlined in the HUD agreements attached to this IFB.

Period of Performance
The contract period will commence upon award and extend through September 1, 2025. The funding agreements under HUD for previous fiscal years have varying periods of performance extending into 2030.

Place of Performance
The services will be performed in the Kansas City metropolitan area.
