Background
The City of Kansas City, Missouri, through the Public Works Department, is leveraging $9,983,714 in City bridge funds to capture $39,934,854 in Federal Bridge Investment Program (BIP) funds. The goal is to replace nine bridges across the City on an accelerated schedule while minimizing the use of City funds.
The project aims to construct durable and environmentally sensitive bridges that connect the community to job and health opportunities. An innovative management approach will be employed to create cost savings, accelerate bidding processes, and reduce the management burden on City staff. This initiative will be led by an Owner’s Representative consultant team.
The Disadvantaged Business Enterprise (DBE) goals for this project are set at 17.88%. Additionally, there are minority participation goals of 14% for Minority Business Enterprises (MBE) and 14% for Women Business Enterprises (WBE).
Work Details
The Contractor shall perform the following Scope of Services as outlined in Attachment A – Scope of Services & Cost Proposal. The services include acting as the Owner's Representative for the project, overseeing the construction of nine bridges, ensuring compliance with DBE and M/WBE participation goals, managing contracts and procurement processes, and providing regular updates to the City regarding project progress and financials.
The Contractor will also be responsible for coordinating with various stakeholders involved in the project.
Period of Performance
The initial term of the contract shall be one year from the effective date specified in the written Notice to Proceed issued by the Manager of Procurement Services. The City has a unilateral right to renew this contract for up to four additional one-year terms.
Place of Performance
The work will be performed across various locations within Kansas City, Missouri where the nine bridges are situated.
Bidder Requirements
Contractors must comply with specific certifications including Disadvantaged Business Enterprise (DBE), Minority Business Enterprise (MBE), and Women Business Enterprise (WBE) participation goals. Contractors are required to submit a contractor utilization plan detailing how they will meet these goals.
Additionally, contractors must maintain insurance coverage as specified in the contract documents and comply with prevailing wage laws as mandated by Missouri state law.
