Background
Jefferson County, Missouri, is seeking bids for the 2026 Personal Property Mailers. The Department of Administrative Services is responsible for this solicitation, which aims to prepare and distribute personal property, mobile home, and business assessment lists to approximately 80,500 personal accounts, 5,500 mobile home accounts, and 6,900 business accounts. This initiative supports the county's mission to ensure accurate property assessments and facilitate communication with taxpayers.

Work Details
The contract involves the printing and mailing of three separate mailers in January, mid-January, and March 2026. The detailed requirements for each mailer are as follows:

**January 2026 Mailer:**
- 80,500 two-sided personal assessment lists (8.5" x 10.7")
- 80,500 one-sided letters
- 80,500 #10 window envelopes (white)
- 80,500 #9 return envelopes (white)
- 80,500 color paper inserts (1/3-page)

**Personal Assessment Lists with Mobile Homes:**
- 5,500 two-sided lists (same size as personal)
- Corresponding letters and envelopes as above.

**Business Assessment List:**
- 6,900 two-sided lists (8.5" x 14")
- Corresponding letters and envelopes as above.

**Mid-January 2026 Mailer:**
- 2,000 two-sided personal assessment lists (8.5" x 10.7")
- Corresponding letters and envelopes as above.

**Business Assessment Lists:**
- 200 two-sided lists (8.5" x 14")

**March 2026 Mailer:**
- Requires 'REMINDER' printed on all types of lists.
- Approximately:
- 24,000 two-sided personal assessment lists (8.5" x 10.7")
- Corresponding letters and envelopes as above.
- Additional mobile home and business assessment lists with similar specifications.

All mailers must include barcodes that correspond to account numbers provided by the county in electronic format. The successful bidder will also be responsible for preparing USPS documents for presort mailing and ensuring compliance with postal regulations.

Period of Performance
The contract will commence upon award in July 2025 and will cover the preparation and distribution of mailers throughout January to March of the year 2026.

Place of Performance
The services will be performed at the vendor's location for printing and mailing; however, all mail must be delivered to the Jefferson County Post Office.

Bidder Requirements
Bidders must provide a current Certificate of Insurance showing required coverage with Jefferson County named as an additional insured. Proof of no delinquent taxes owed in Jefferson County is required along with notarized affidavits regarding work authorization status under E-Verify program compliance.
