Oracle Managed Services Request for Proposals

Background
The City of St. Louis, through its Information Technology Services Agency (ITSA), is seeking proposals for IT managed services and support for its Oracle Fusion Cloud (SaaS) and Oracle Cloud Infrastructure (OCI/PaaS) instances. The goal of this contract is to enhance operational efficiencies, improve business processes, and increase the self-reliance of ITSA staff in utilizing these systems. The City has been implementing Oracle Cloud solutions since 2019, with systems going live between 2022 and 2023.

Work Details
The selected vendor will provide comprehensive managed services that include:

1. **Oracle Fusion Cloud (SaaS)**:
- Functional support including troubleshooting user data entry errors and answering 'how-to' questions.
- Support for SaaS infrastructure covering security, backup, restoration, and performance availability.
- Quarterly regression testing, installation of updates and patches.
- Maintenance of user security roles.
- Proactive monitoring during key business processes such as payroll and budget loading.
- Reporting and data analytics with dashboards for management tools.
- Documentation maintenance on configurations and changes.
- Technical guidance on change/enhancement requests.

2. **Oracle Cloud Infrastructure (PaaS)**:
- Troubleshooting OCI services related to the SaaS environment.
- Database administration tasks.
- Technical assistance in creating new endpoints, adapters, connectors with third-party systems.
- Governance assistance regarding OCI architecture.

Period of Performance
The contract is expected to start on September 1, 2025, with a proposed end date of August 31, 2030.

Place of Performance
The services will be performed at the City of St. Louis's Information Technology Services Agency located at 1200 Market Street, Suite 214, St. Louis, MO 63103.
