Background
Jackson County, Missouri is seeking a qualified Respondent for a development team to deliver a comprehensive affordable housing project. The goal of this Request for Qualifications No. 25-045 is to promote long-term affordability and enhance community well-being through the development of mixed housing.

Work Details
The scope of services includes:

- Conducting site feasibility analysis (environmental assessments, zoning review, infrastructure evaluation).
- Developing a preliminary development concept reflecting community needs.
- Preparing project budgets, timelines, and risk assessments.
- Coordinating with County and City planning departments.
- Analyzing various locations for preferred site development.
- Engaging qualified architects and engineers for design and construction drawings.
- Ensuring designs meet accessibility standards and local building codes.
- Identifying financing sources such as Low-Income Housing Tax Credits (LIHTC).
- Overseeing contractor procurement and construction management.
- Developing long-term property management strategies.
- Maintaining compliance with regulations.
- Facilitating community outreach and stakeholder engagement.

Period of Performance
The contract will be performed from the date of award until the completion of the project, with a deadline for proposals set at 2:00 p.m., CT on November 18, 2025.

The geographic location for the contract performance will be within Jackson County, Missouri.

Bidder Requirements
Respondents must have a minimum of five years' experience in relevant work. They must provide evidence of current required Federal, State, and Local Occupational Licenses, submit a Certificate of Insurance meeting specified coverage requirements, provide two dedicated email addresses for communication, and comply with local tax regulations. Additionally, firms must be licensed with local authorities to provide the scope of services.
