Lee's Summit School District Wide Area Network

Background
The Lee's Summit R-7 School District is seeking proposals for site-to-site wide area network services between its facilities. This initiative is part of the 2026 E-Rate funding cycle, aimed at enhancing connectivity across the district. The current fiber infrastructure, installed in 1998, is self-provisioned. The district is looking to transition to leased lit or dark fiber solutions to improve network reliability and performance while considering cost-effective options that may involve repurposing existing infrastructure.

Work Details
The contractor will provide leased lit or dark fiber services capable of supporting bandwidths up to 100 Gbps between district buildings and data centers. Specific requirements include:

1. Dedicated symmetrical transport bandwidth options of 5 Gbps, 10 Gbps, 20 Gbps, 40 Gbps, and 100 Gbps with Service Level Agreements (SLAs) guaranteeing performance.
2. Each site must connect to both the Stansberry Leadership Center and Lee's Summit West High School, with route diversification preferred.
3. Proposals must include supplemental pricing for repurposing existing infrastructure elements and detail any necessary modifications to network design.
4. A comprehensive implementation plan detailing system-level design, proposed routes, technical specifications, build timelines, costs, and schematic diagrams must be provided.
5. Maintenance of the fiber network must be included in the proposal to ensure ongoing operations and rapid response to outages.

Period of Performance
The contract will commence upon award and is expected to last five years with options for three additional five-year renewals. Special construction may begin as early as January 1, 2026, with services established no later than June 30, 2027.

Place of Performance
Services will be performed at various locations within the Lee's Summit R-7 School District in Missouri, including but not limited to Stansberry Leadership Center and Lee's Summit West High School.

Bidder Requirements
Respondents must hold or be able to obtain a valid Service Provider Identification Number (SPIN) throughout the contract duration and maintain good standing with the FCC without debarment from federal programs. Additionally, bidders must demonstrate experience with similar projects for school districts or governmental agencies within the past five years.
