If applicable the project shall comply with requirements of the prevailing wage law of the State of Missouri, Sec 290.210 et seq., RSMo., as amended by the Division of Labor Standards, State of Missouri, and regulations promulgated by the Divisions of labor. If applicable, it is the Contractor's responsibility to pay the most current rate of wages in effect for the area at the time the work is performed.For any contract for services greater than $5,000, the successful bidder shall comply with 285.530, RSMo., as amended, and (1) provide by affidavit affirmation that it does not knowingly employ any person who is an unauthorized alien and (2) provide documentation affirming its enrollment and participation in a federal work authorization program with respect to the employees working in connection with this contract. Background
The City of Springfield, Missouri, is issuing an Invitation for Bid (IFB) #097-2025 for Job Order Contracting (JOC) plumbing and sewer services. The goal of this contract is to establish a multi-year, multi-faceted contracting mechanism to perform various construction projects related to plumbing and sewer services. This initiative aims to address the city's infrastructure needs effectively and efficiently.
Work Details
The contractor will provide a range of plumbing and sewer services including:
1. Small to Medium Public Sewer Main Repairs: Rehabilitation and replacement of small to medium-sized public sewer mains, manholes, lateral connections, and force mains. Work includes overflow cleanup and access road civil site work.
2. Heavy Civil Site Work and Repairs: Large diameter (24” and larger) public sewer main repairs, emergencies, and complicated structures/equipment.
3. Trenchless Sewer Rehabilitation: No-dig trenchless work utilizing inspection and rehabilitation products for sanitary sewer rehabilitation. Services include light/heavy sewer cleaning, manhole rehabilitation (cementitious, epoxy), CIPP point/full-length repairs, foaming root control, and CCTV inspections.
4. Sewer Lateral Plumbing: Addressing public sewer main issues on private property including installation of backwater valves, wye connection repairs, and re-routing laterals.
Emergency response may be required for urgent maintenance tasks with proposals needed in less than seven days.
Period of Performance
The contract will be issued as a one-year agreement with four potential one-year renewals, allowing for ongoing service provision as needed.
Place of Performance
The services will be performed throughout the City of Springfield, Missouri.
