INVITATION FOR BID (IFB) MODOT 0000000289SL: (IDC) Maintenance and Construction of Fabric Structures

Background
The Missouri Department of Transportation (MoDOT) is seeking to establish multiple Time-and-Material Price Agreements for the maintenance and construction of fabric structures. This contract aims to support the Missouri Highways and Transportation Commission (MHTC) in fulfilling its mission to ensure safe and efficient transportation systems in Missouri. The contract period is set to commence on July 1, 2026, and will run through June 30, 2029, with an option for MoDOT to extend the contract for up to two additional one-year periods at its discretion.

Work Details
The contractor will provide maintenance and construction services specifically related to fabric structures. This includes but is not limited to:

- Hourly maintenance rates
- Supplies mark-up (maximum of 15%)
- Various line items categorized under portable structure building components across multiple counties in Missouri.

Bidders must state their fixed hourly rate and are encouraged to list all certified M/WBE vendors utilized in the fulfillment of this bid. Specific documents required include completed forms such as Exhibit A - Annual Worker Eligibility Verification Affidavit and Exhibit B - Affidavit of Lawful Presence for Sole-Proprietorship or Partnership.

Period of Performance
The contract will be performed from July 1, 2026, through June 30, 2029, with potential extensions for two additional one-year periods.

Place of Performance
The services will be performed across various counties in Missouri as specified in the solicitation.

Bidder Requirements
Bidders are encouraged to obtain minority business enterprise (MBE) and women business enterprise (WBE) participation through subcontractors or joint ventures. Additionally, bidders must be registered in MissouriBUYS to be considered for contract award. Required documents include a Certificate of Insurance and an E-Verify Memorandum of Understanding.
