INVITATION FOR BID (IFB) DOC EAST RECEP-FY25-0001-SL: Vending Services for ERDCC

Background
The Missouri Department of Corrections is seeking competitive sealed bids to establish a contract for vending machine services at the Eastern Reception Diagnostic and Correctional Center (ERDCC) located in Bonne Terre, MO.
The ERDCC is an all-level security prison with a housing capacity of 2,684 male offenders.
The estimated gross sales from vending services at ERDCC average approximately $17,760.15 per month.
This solicitation aims to provide quality vending services to meet the needs of the facility's population.

Work Details
The contractor will provide, install, and maintain all vending machines as listed in Attachment 1.
All equipment must be in new or first-class condition and maintained to high cleanliness standards, with all machines being National Sanitation Foundation (NSF) approved.
Vending machines must accept bills (at least $1.00) and coins ($0.05, $0.10, $0.25, and $1.00), as well as credit/debit cards with a potential processing fee of $0.10 per transaction.
Snack machines must have a minimum of twenty large slots and twenty small slots unless otherwise approved by the Business Manager.
All beverage machines must be Energy Star rated or equipped with energy conservation devices.
The contractor is responsible for regular deliveries and restocking of machines six days a week, coordinating with the Business Manager for delivery schedules.

Period of Performance
The contract period will commence upon award and continue for one year, with options for two additional twelve-month renewals at the discretion of the Department.

Place of Performance
Eastern Reception Diagnostic and Correctional Center (ERDCC), 2727 Highway K, Bonne Terre, MO 63628.

Bidder Requirements
Bidders must be registered in the MissouriBUYS system to be considered for contract award.
The contractor must maintain all necessary permits and licenses for operating a vending service and provide proof of insurance coverage adequate to protect against liabilities arising from their operations.
